DENVER, (KDVR) — In what’s being called an “unprecedented” event, a surge of unemployment applications caused the Colorado Department of Labor and Employment server to crash Tuesday.
According to a spokesperson, the department had 6,800 unemployment applications by 10 a.m.
“Even during the Great Recession, we didn’t see this surge of applicants in such a short period of time,” said Cher Haavind. “It’s unprecedented.”

Gov. Jared Polis’ administration is trying to remove the obstacles that are keeping tens of thousands of Coloradans from getting unemployment benefits amid a widespread economic shutdown.
A new executive order expected as soon as this afternoon will:
Extend the maximum duration of unemployment benefits from 26 weeks to 39 weeks for each person. It’s unclear whether this will apply to people who are already receiving unemployment payments.
Waive the requirement that people continue searching for work while collecting benefits.
Eliminate the one-week “waiting period” for people to start accruing benefits.
The state also is trying to speed up payments in response to the coronavirus outbreak. It typically takes four to six weeks for people to receive benefits. A new approach could slash that to 10 days.

These changes won’t solve the biggest problem for many, though.
They can’t use the state’s unemployment website. Dozens of people have told CPR News that they have encountered glitches, outages and other problems with the digital service. There is no alternative to the website.
Some people are “absolutely getting through and registering,” Polis said on Friday, but he acknowledged that others aren’t. He encouraged people to try at off-hours, including late nights and early mornings.
“Everybody who wants to register for UI will be able to,” he said. “… We’re working rapidly on increasing the number of simultaneous transactions that can occur.”
The delays are the result of a staggering crush of unemployment.
For comparison, at the height of the financial crisis in 2008, the state received about 8,000 unemployment claims per week. That many people have applied on individual days this week.
And the surge arrived with shocking suddenness as Gov. Jared Polis ordered closures of ski resorts, restaurants, hair salons and venues to slow the spread of the coronavirus.
“It’s not like we had three months, three weeks to prepare for this. It happened literally over a five day period,” Barela said. The labor department is hiring staff to answer phones and process claims, and tech workers are trying to fix the IT systems.

In order to preserve Constitutional rule, agencies were ordered to have not just a line of succession but also one of “devolution,” a duplicate chain of individuals secreted outside Washington available in a catastrophic emergency. Federal Continuity Directive 1, issued just days before Donald Trump became president, says that devolution has to establish “procedures to transfer statutory authority and responsibilities” to this secondary designated staff to sustain essential functions.
“Devolution may be temporary, or may endure for an extended period,” the directive states. And it further directs that the devolution staff be located at “a geographically dispersed location unaffected by the incident.” Except that in the case of coronavirus, there may be no such location. This places the plans for the extraordinary into completely uncharted territory, planners not just considering how devolution or martial law might work in a nationwide disaster but also how those earmarked to implement these very plans have to be sequestered and made ready, even while they are equally vulnerable.
NORTHCOM stresses in almost everything it produces for public consumption that it operates only in “support” of civil authorities, in response to state requests for assistance or with the consent of local authorities. Legally, the command says, the use of federal military forces in law enforcement can only take place if those forces are used to suppress “insurrection, domestic violence, unlawful combination, or conspiracy.” A second test also has to be met, that such disturbances “hinders the execution of the laws of that State, and of the United States within the State,” that is, that the public is deprived of its legal and constitutional protections. Local civil authorities must be “unable, fail, or refuse” to protect the civilian population for military forces to be called in, Pentagon directives make clear.

Coronavirus may be spreading throughout California, but at least the cannabis industry there isn’t going up in smoke.
A “safer at home” emergency order issued by the city Thursday night lists “cannabis dispensaries with a medicinal cannabis license” as being among the “essential” businesses that are permitted to keep their doors open during the outbreak.
“This Order is based upon scientific evidence and best practices, as currently known and available, to protect members of the public from avoidable risk of serious illness and death resulting from the spread of COVID-19, as well as to protect the healthcare system from a surge of cases into its emergency rooms and hospitals,” it reads.
“The entities subject to this Order that are not required to close may otherwise remain open for business and perform essential functions and operations during the duration of this Order,” it adds.
The City of Los Angeles’ coronavirus FAQ webpage offers a slightly different wording, saying “Cannabis dispensaries, or any related and/or ancillary healthcare services” are exempt from the closures.

The state of California is about to go under a “shelter in place” order announced on Thursday by Governor Gavin Newsom.
The Governor calls the situation “fluid” and says the order is necessary now because of new projections that show how many people might be infected.
He calls this an “open-ended” order and says he will not put a time frame on how long it could last. He says the next eight weeks are critical for controlling the spread of the virus.
The Governor says more than half of all Californians could, eventually, be infected with the Coronavirus. He says 56% of people living in the state will get it, which would be more than 20-million people.

The Northern California shelter-in-place order applied to San Francisco and a wide swath of the Bay Area.
“We must move aggressively and immediately,” San Jose Mayor Sam Liccardo said at a news conference announcing it. “The time for half measures is over. History will not forgive us for waiting an hour more.”
The San Francisco order looks to be a model for other American cities. Any shelter-in-place order in New York City would be similar to San Francisco’s, De Blasio said Wednesday.
“Some people interpreted it as like closing the bridges or closing the border, you know, this kind of thing. That’s not what I meant. I meant a model that is all about only doing what’s essential and staying home, otherwise, not doing a lot of the optional things that people are still doing in New York City,” de Blasio said. “It is not as draconian, I think, as some people may have started to assume.”

LAKEWOOD, N.J. (CBS) — Police in Ocean County have arrested a homeowner for hosting a pop-up wedding with more than 50 people in attendance during the COVID-19 pandemic. Earlier in the week, New Jersey Gov. Phil Murphy banned gatherings of 50 or more people in an effort to stop the spread of coronavirus.
Lakewood police have charged 49-year-old Eliyohu Zaks with maintaining a nuisance for hosting the wedding at a home on Spruce Street.
“The Lakewood Police is asking that its citizens be responsible and obey the directives set forth by the State of New Jersey for the safety and health of all. Those that choose not to will be subject to criminal prosecution,” police said in a statement.
